Working with Headway and Quest Behavioral Health

Quest Behavioral Health is closing its commercial insurance operations by the end of 2026.

Most members' behavioral health benefits will transition to a new carrier on June 30, 2026, based on their employer group. Headway is no longer credentialing new providers with Quest.

What's changing for your patients

Most of your Quest patients will transition to a new carrier on June 30, 2026, based on their employer group. December 31, 2026 is when WellSpan Health employees will transition — more details on that will follow.

June 30 is the last day to confirm sessions with Quest members under their current coverage.

Here's a breakdown by employer group:

University of Pennsylvania Health System (UPHS) and Penn Medicine Lancaster General Health

  • New carrier: Lyra Health
  • Transition date: June 30, 2026
  • Lyra is outside of Headway's network, so these patients will be out-of-network through Headway after June 30. You're welcome to continue seeing them on a private pay basis.

University of Pennsylvania

  • New carrier: Independence Blue Cross (IBX)
  • Transition date: June 30, 2026
  • If you're credentialed with IBX through Headway, there's no disruption to care. If not, these patients will be out-of-network after June 30.

WellSpan Health

  • Transition date: December 31, 2026
  • New carrier is TBD. You can continue offering in-network care through December 31. We'll follow up as soon as more details are available.

Tower Health

  • Transition details are pending. We'll update this page as soon as more information is available.

A few things to know:

  • Members will likely receive new insurance cards ahead of their transition date.
  • After transition, members will need to upload their new insurance information on Headway on or after July 1 before their next session.
  • We'll be reaching out to affected members directly with this information as well.

Quest does not issue cards for the behavioral health carve-out for these plans. Quest should be noted on the back of the member's insurance card with their telephone number.
